According to the "Implementation Opinions on Establishing a National Essential Drug System," and "Measures for the Pricing of Pharmaceutical Drugs," and other related regulations, the Committee has formulated a guideline price for national essential drug retailers, which is hereby promulgated. The relevant matters are hereby notified as follows:
1. The price of the drugs listed in the Schedule is the national basic drug retail guiding price formulated according to the common name. All types of medical and health institutions, social retail pharmacies, and other pharmaceutical production and business entities at all levels shall operate essential drugs, and their sales prices shall not exceed the prices listed in the schedule.
2. The National Development and Reform Commission and the provincial (district, city) price authorities shall formulate the published prices in accordance with the stipulated limits, where the company's production and supply are marked, and the “water and electrolyte balance adjustment drugs” are marked “soft bag double valves, soft bags”. "Double-valve double-layer aseptic packaging, plastic ampules" medicines and eye drops labeled "containing sodium hyaluronate" are temporarily executed at the original price before our committee re-adjusts prices; as the basic drug, its retail price The price of the same formulation product in the Schedule shall not be exceeded.
3. Other formulations or specifications of the same drug not listed in the Schedule (formulation only refers to the dosage form prescribed by the national essential drug), and the pricing authorities of provinces, autonomous regions, and municipalities directly under the central government shall formulate and publish the retail guidance price in accordance with the rule for differential parity of drugs. The medicines that publish the retail price in the smallest unit of measurement in the attached table are the same as the other packaging quantity items in the dosage form, and the price is calculated by multiplying the published minimum unit price by the actual package quantity.
IV. Notice of the National Development and Reform Commission on Formulating the Maximum Retail Price of Prescription Drugs for the First Batch of Basic Community Drugs and Rural Basic Drug Use (Development and Reform Price [2007] No. 2877), General Office of the National Development and Reform Commission The relevant drugs in the Notice of the Guidance on the Maximum Retail Price of Non-prescription Drugs Produced by Certain Groups of Urban Communities and Rural Basic Drugs (Dramatic and Reform Office Price [2008] No. 1560) are the same as the drugs listed in the Schedule of this Notice, Execute the price as specified in this notice.
5. The attached table indicates the drugs for the implementation of temporary prices. The retail guidance price is valid for one year; after the validity period ends, the Committee will re-rate the prices.
6. All medicines supplemented by localities under the "Opinions on the Establishment of a National Essential Drug System" are subject to the pricing scope of the National Development and Reform Commission, and shall be temporarily executed at the price of the retail guideline according to the current national regulations; they shall belong to the local pricing or market adjustment price range and shall be determined by the provinces. (Districts, and cities) The competent pricing department shall formulate retail guidance prices.
VII. The competent price departments at various levels should strengthen the monitoring and analysis of the purchase and sales prices of the national essential drug market, identify problems, and report in a timely manner. The Committee will adjust the retail guidance prices in a timely manner in accordance with the changes in the cost and market price; it is necessary to strengthen the implementation of prices of essential drug products in the country. The supervision and inspection of the situation shall be strictly investigated and dealt with in accordance with the law for the price behavior of the drug production and business operation entity in violation of the provisions of this notice.
The prices listed in the schedule of this notice shall be implemented from October 22, 2009.
